【摘要】:Thecollectionandtreatmentofthesampleasspecifiedfortherefereemethodisintendedfortheexpresspurposeofdeterminingthetotalmoistureincoal.Thestandardisavailabletoproducers,sellers,andconsumersasamethodofdeterminationwhenothertechniquesormodificationsarenotmutuallyagreedupon.Thecommercialmethod,whichdeterminestotalmoisturecontentofthecrushedanddividedsample,isdesignatedasthemethodfortotalmoistureforroutinecommercialpractice.1.1Thistestmethodcoversthemeasurementofthetotalmoistureincoalasitexistsatthesite,atthetime,andundertheconditionsitissampled.Itisapplicabletocoalsasmined,processed,shipped,orusedinnormalcommercialpursuits.Itisnotapplicabletocoal-waterslurries,sludges,orpulverizedproductsunder0.5-mm-diametersievesize.Itisapplicabletocoalsofallrankswithintherecognizedlimitationsimposedbyoxidationanddecompositioncharacteristicsoflowerrankcoals.Becauseofitsempiricalnature,strictadherencetobasicprinciplesandpermissiveproceduresarerequiredforvalidresults(seeAppendixX1).Thiscompletestandardisavailabletoproducers,sellers,andconsumersasatotalmoisturemethodwhenotherproceduresormodificationsarenotmutuallyagreedon.1.2Sincecoalcanvaryfromextremelywet(water-saturated)tocompletelydry,specialemphasismustbeplacedonthesampling,samplepreparation,andthemoisturedeterminationitselftoensuretotalreliabilityofmeasurement.Therefore,thisstandardentailscollectionofthegrosssample,samplepreparation,andthemethodofdetermination.1.3Whileitisrecognizedthatsuchastandardmaybeunwieldyforroutineusageincommercialoperations,itcanprovideacommonbaseforagreementincasesofdisputeorarbitration.Thecompletestandardisreferredtoastherefereemethod.Embodiedinthestandardisthecommercialmethodstartingwiththecrushedanddividedsamplewhenthegrosssampleisnottoowettocrushanddivide.SeeTestMethodsD2961andD3173forothermoisturemethods.1.4ThevaluesstatedineitherSIunitsorinch-poundunitsaretoberegardedseparatelyasstandard.Thevaluesstatedineachsystemmaynotbeexactequivalents;therefore,eachsystemshallbeusedindependentlyoftheother.Combiningvaluesfromthetwosystemsmayresultinnon-conformancewiththestandard.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
